    I do not completely understand the concept of cap and trade; however, I do believe companies should do everything possible to limit their CO2 transmissions. I do not think any leftover transmission allowance should be sold to another polluter. If there is indeed an effective method to clean the air, it should
    be required of every company regardless if it reduces profits. In the end, profits will not save the earth.

    One company does not use all of their cap and trade allowance. Another company exceeds their allowance. So the company that exceeds its allowance transfers its excess to the company that did not exceed their allowance. I do not agree with this. Nothing has been reduced, it has just been transferred. If a company does not use its allowance, it should not be transferred. If a company continues to exceed its allowance it should be fined and forced to reduce. This would be a big improvement. Our world would be a better place.
