A heated debate has emerged in Australia's financial sector, with a bold statement from the head of the Commonwealth Bank, Mat Comyn, leaving many questioning the ethics of banking practices. Comyn's defense of the bank's charging policies has sparked controversy and divided opinions.
The issue revolves around the reimbursement of fees to low-income customers, with Comyn arguing that returning the money would be an "appropriation" of shareholder funds. But here's where it gets controversial: the Australian Securities and Investments Commission (ASIC) found that CBA and its subsidiary, Bankwest, charged excessive fees totaling approximately $270 million to 2.2 million low-income customers over five years. These fees included account-keeping, dishonor, and overdraw charges.
While other banks, like Westpac, have taken responsibility and committed to full refunds, Comyn stands firm. He believes that the fees were charged according to the terms and conditions, and thus, there was nothing improper about them. Comyn emphasizes that the money belongs to the shareholders and that refunding it would be akin to taking their property.
However, Morgan Campbell, the head of policy at Choice, challenges Comyn's perspective. Campbell argues that the money rightfully belongs to the low-income customers and that the shareholders never should have received it in the first place. He urges Commbank to follow the lead of other banks and make amends.
And this is the part most people miss: Westpac's CEO, Anthony Miller, has already taken action. Miller has committed to refunding nearly $10 million in fees to low-income customers, with a plan to automatically migrate eligible customers to special low-fee accounts. He aims to complete the refunds by March next year.
